What is SBEM and BRUKL Part L compliance?

SBEM (Simplified Building Energy Model) is the government-approved calculation methodology for demonstrating that a new or refurbished non-domestic building meets Part L of the Building Regulations. The BRUKL (Building Regulations UK Part L) output report is the document the calculation produces, comparing the actual building's CO2 emissions, fabric performance and primary energy use against a notional reference building. Both are required by Approved Document L Volume 2: Buildings other than dwellings (2021 edition, in force from June 2022).

A BRUKL is needed at design stage for building control sign-off, and again as-built before practical completion to confirm what was actually constructed matches the design. It applies to all new commercial buildings, most extensions over 100 m², and refurbishments where thermal elements, controlled fittings or building services are replaced. The as-built BRUKL feeds directly into the new-build EPC, so the same SBEM model usually produces both outputs.

The deliverable is the BRUKL PDF, the SBEM input file, and supporting evidence (U-value calculations, glazing schedules, services specifications). The design-stage BRUKL is submitted with the building control application; the as-built version is issued to building control before sign-off and lodged on Landmark as the EPC. Without it, building control will not issue a completion certificate.

Why this matters: Without a passing as-built BRUKL, building control will refuse to issue a completion certificate. This blocks practical completion, prevents legal occupation, and exposes the developer to enforcement under the Building Act 1984 (penalties up to £5,000 plus £50 per day for continuing contraventions).
